When Bugs dresses as a girl he's never a role model. He's a brash woman of low morals and a loose personality. He goes for big, almost offensive kisses even if they were done by an actual woman. He plays up feminine trait to the point where they're a parody. He flirts way more than 90% of women do 90% of the time. The fact that you know he's a guy under all of that makes it a joke.
When Steven does it he's trying to do something involving society. He's standing up for a nervous woman. Or he's confining while wearing something uncomfortable. He doesn't actually change his mannerisms as if it's a gag or as if he's even into what he's been made to do by the story. It's just like any other outfit for him. This can be used as a joke but isn't.
