Peridot is only a villain so long as her inferiority complex leads her to think that it is beneath her to associate with humans or Crystal Gems. Jasper's assinine behavior helped undercut that idea from her head
Jasper stays a villain because never once in the show does she step away from her emotions long enough to do more than RAAAARGH at everything and try to hulk smash it. She lashes out at allies enough to drive Peridot away even. And then after Malachite, she's still too wrapped up in her FEE FEES that she just wants more of dat sick fusion high. Her whole character arc is being obsessed about one over-emotionally driven goal and then another. First, KILL THE STEVEN. Then CHAIN THE TWISTED ONES. then PLEASE FUSE WITH ME SENPAI, THE POWER TRIP IS SO HAWT. Never once does Jasper calm the fuck down enough to consider anything beyond how she feels.
Lapis took a turn as a villain for an episode when she got too lost in her damn feelings about everything to consider anything else
The rubies are the closest to irredeemable, but even then they were still willing to chill out for an episode and play stupid game. Navi was the only one who approached psychotic-villain tier. And even then the argument I'm sure the showrunners would present is that 'Navi buys the propaganda that Crystal Gems do not deserve mercy' that and the whole 'they probably shattered PD' just triggers them all too much to consider something as petty as TALKING.
