The Butterflies, up until Eclipsa, were genuinely shit rulers because they did some absolutely horrible things and deserve to be condemned for their actions. Eclipsa did absolutely nothing wrong and was trying to bridge peace between Mewmans and Monsters by marrying the King of Darkness, Globgor, who was the monster in the crystal at the end of Season 3. Globgor isn't an actually evil monster, he's a good guy who also wants peace, but is an amazing fighter because he had to defeat every other potential monster leader to become King. His biggest nemesis is a Septarian named Seth, who is old and decrepit, but is full of hate for Mewmans because he was alive for the colonization and the Monster Massacre centuries ago. Seth the Septarian poisons the mind of every young Septarian with his hatred, which is what made Toffee commit the actions he did against Mewmans and slaughter Comet during a peace treaty signing.
The Avarius family, Ludo's parents, were originally the royalty for Monsters in our time, but they lost their right to rule by popular discontent, which was then given to Archduke Batwin, the monster we see being interrogated during Moon's flashback. The Avarius family, apparently, has ties with the Septarians, given that the Guidebook (the first book) mentions an Avarius / Septarsis treaty, which would explain why Toffee was aware of Ludo's existence and Castle Avarius, which starts S1B.
Every queen in the book, except Eclipsa, regrets what they've done, but Eclipsa ends her passage stating she knows she's doing the right thing for all Mewmans. Her final passage is encrypted, and was locked by Glossaryck because it was "forbidden" when the reality is there's no evil inside of it. Where the corrupting factor comes from is unknown, because despite the title Queen of Darkness, Eclipsa is the kindess, most-caring, most-genuine queen, with the only exception being Comet.
