Fist Attempt at breaking through Ba-Sing Se is a fat fuckin drill. Assuring they would be cornered the moment they got through the wall and surrounded on all sides. Then gets destroyed by 4 kids one of which is blind and then 3 others that beat her "Elite" Squad with ease and she runs away

Breaks the wall on his first try after what must have been months of preparing, didn't need a drill, had all the troops he need and made great progress in such short time. Left because he lost his son. Technically never lost. Even got a cool nickname "The Dragon of the West"

Comes back a second time and takes over the Puppet Government. Had to completely hope that she would run into Zuko at random who could have been anywhere on the face of the Earth, especially in Ba-Sing Se which is gigantic. Her plan completely depended on pure luck of finding her brother. And by pure luck, not skill, was able to win.
Then returns back to home, does nothing. Then just goes crazy with Power. Would've been a terrible leader. Showing pure lack of control and Heart

Returns Home and doesn't fight for the throne, knowing he would be a poor leader for his people at the time. Then helps out his Nephew, the Prince, to become a better person and find the Avatar. Is no Traitor, still loves his nation. Just doesn't want to see his nephew get murdered and only turns sides once his own Nation is about to start a Scorched Earth Policy which causes more problems than its solves.. Once he returns to Ba-Sing-Se he is able to re-take the whole city with just a few drinking buddies from his earlier years, Azula needed a entire Organization and a Army to do so.
