OP I feel like the problem you're having is you're attempting to apply logic to someone that is, medically speaking, a batshit crazy lunatic. Two Face is a criminal mastermind because Harvey Dent fought for justice. Where Harvey Dent was Law and Order, Two face is Crime and Chaos. The benefit he gets from a successful heist or murder is that he can keep stealing and killing because in his sick mind, that's what makes him who he is.
Dent spent his whole life running away from being Big Bad Harv and now he's done running. And now Gotham will run from him.
