A woman commits suicide in Suicide Slum by jumping off a building. Superman doesn't arrive in time to stop her. Her husband begs Superman to find his son.
As he's investigating the suicide and the dissappearence of the child, Clark stumbles on a gang of hoodlums who try to mob him. Clark immediately notices they are under the effects of substance abuse, but he can't tell exactly what is it, and one of these hoodlums is the missing boy. To not blow his disguise, he goes undercover to trail the gang and find out what is wrong with them.
Clark eventually discovers that the gang works for a criminal named Nick O'Teen, an extortionist who's been gradually gaining control of Suicide Slum's drug market via controlled cigarette sales and metahuman drug peddling, who has taken destitute people, mostly kids, and made them part of his gang. He's become a sort of Kingpin/Penguin figure for the Suicide Slum.
Furious, Clark trashes Nick's base, hands him to the police and takes the boy home.
He soon finds out that his attack on Nick has had virtually no effect other than reinforcing the Slum's beliefs that Superman is ineffectual and uncaring of their plight, as no actual crimes could be pinned on Nick, and the boy returns to Nick of his own volition, for some reason not wanting to stay at home. He finds that Nick's hold on Suicide Slum cannot budge to his strength or kindness.
It's up to Superman, as Clark Kent, figure out a way to stop Nick's influence and immerse himself in the unpleasant aspects of the city life that are out of Superman's scope to help save at least one soul, and prevent additional disasters in Suicide Slum.
