A lot of those non-mutant heroes are created by sensational and difficult to impossible to reproduce scientific or mystical bullfuckery. Isolated incidents that you can identify.
Mutants are just set to take over and outright replace humanity. Between radical humans playing up the fear of this, unethical politicians who just found an easy scapegoat to help them climb the political ladder, and that coupled with mutant terrorist organizations making the problem worse, leads to at least a plausible reason for the xenophobia.
That said, it always felt too one sided.
Yeah, large groups of humans being against mutants makes sense. But it also makes sense that large groups of people would be in support of them and see them as people too, or in the case of transhumanists who would see them as people+.
And I find it hard to believe there isn't a massive community of keyboard warriors in Marvel who dub themselves "X-chasers" who despite being all human exclusively want to fuck mutant women and can only get up at the thought of fucking some mutie cutie while disregarding human thots.
