I've been bullied, and almost bullied others too (I say almost because the people that I technically "bullied" in school were complete assholes that bullied me/others).
Bullying comes from feelings of repressed aggression or discomfort, either with an unhappy home, or being the target of individuals/groups that you can do nothing against, so you end up finding an outlet, such as a smaller/less secure individual/group than yourself, and attack them.
True bullying usually happens within closed-off communities, like work places, or schools, which is why you see a lot of public shooters in those areas.
As for truly evil people, they generally tend to be psychopaths or sociopaths, but what you're referring to is the neo-marxism of modern day using post modernist horse shit to try and deconstruct the idea of "evil". Although both those ideologies are on their way out now, so you won't have to worry too much longer about them.
