expendable villains who get killed over and over show the kind of environment he thrives in, the dark seedy underbelly of the city where crime is a structural problem that breeds violence from everyone inside
the killing itself is just catharsis factor that stems from the weird and deranged psyche of the punisher
his villains tend to be one-note mobsters, but thats because they arent the main attraction
people go to see the punisher first and foremost, and the methods and mindset with which he goes about his mission
and the mission is best served by having him go up against normal-ish criminals with maybe a D-list villain every so often
the story punisher wants to tell the most is through the street level view of the city, roughly eye level and against the lowest level of crime, other normal humans also armed with guns
his story would not be improved by having him fight big name villains like green goblin
