It is Valkyrie who finds his body, but instead of taking it to Valhalla, he takes it before the tribunal of Gods, petitioning for his life. A highly unorthodox thing for a valkyrie to do, she is to pay a heavy price for this, but Viking intervenes in her behalf. Viking himself is favoured by the gods, so a pact can be made.
The pact is as follows: Jetpack Vikings life is restored, but not his youth. A portion of the years he spent as a champion will fuel his restoration: making him appear that much older. He is also no longer immune to the ravages of time, he will age as a mortal from now on. Valkyrie loses her powers as a Valkyrie and all accompanying privileges, becoming a regular mortal. But as she is now married to Viking, as a consecration of the marriage, he shares a portion of his power with her, and she becomes the Jetpack Valkyrie.
Viking himself, being a hero for the first time in his life after a long career as a soldier, vows to protect the floating city, deciding to take up permanent residence there. The Justice Comrades are formed. Between his team duties, he also trains the STERANKO Guard in air fighting, who will be responsible for protecting the city from outer threads.
However this does not explain how viking and Valkyrie first met. Perhaps the best explanation is the most simple one: when Viking (Val Yeager, was it?) got his powers, he was already dying due to injuries sustained after crash landing his shot down plane. So Valkyrie comes for Val, except that he has become Jetpack Viking, so he isn't dead, and Valkyrie has to keep following him from battlefield to battlefield... but they'll only meet later.
