Is doc venture a skeeze who does weird things to get laid? yes, there's an entire episode dedicated to it, multiple maybe even.
Is shoreleave flamboyant to the point of annoyance, you can think that sure, but the show isn't forcing you to have that perspective
A show being well written doesn't mean a character is well written
story =/= character background/motivation =/= plot, neither of your points stand
Shoreleave is an okay character and the show isn't trying to get you to think he's particularly annoying because they would just showcase that
They've had episodes dedicated to characters that were basically background characters, shoreleave isn't supposed to necessarily come off as annoying
