Superman is a good samaritan, not a be-all end-all to crime. He's a person just like you and me, he just can help people in ways we can't. That's what makes Superman different from, say, Batman or the Punisher, who fight one man wars on crime.
It's not Superman's job to solve all the problems in the world. He just does what he can, just like every other person should be doing.
And no, Superman can't be Superman 24/7/365, because like everyone else, he needs time to himself, he needs social interaction, he needs family and friends. That's what I mean by "doing what he can", and being a good samaritan.
