It looked like it was constantly building and building up to something, but then the finale hits and you're left feeling underwhelmed. Too much time was spent on minor characters that didn't contribute to the overall story, and you're right in that the krew was separated again which further contributed to the lack of the strong bond that the gaang had and I could even argue was present in S3 of Korra.
Maybe the surprise budget cut Nick made to Korra that forced them to churn out Remembrances had a hand in it, if it was going to be as tightly written as S3 was. I don't consider it as poor as S1 and 2 due to the fact that the story was solid, there was no forced drama and I did really like the journey of Korra herself, but I felt more than anything that it needed an additional season to complete the story, or at least more episodes. It felt like they wanted to tell an Avatar style season in much less time.
