Cuphead is a video game based on old timey cartoons. Having a cartoon based on a video game based on cartoons would just feel redundant and repetitive. If the developers wanted that, they should have just cut out the middle man and that would destroy the whole point of hat they wanted in the first place. Plus cuphead isn't undertale. It doesn't have enough of a complicated story to keep viewers entertained for long not to mention the fanbase would find some random reason to get enraged regardless.
