But to answer your question, Universal had a cinematic universe well before the 1960s and the Batman live action movie is probably a good guide, except that rather than a collection of Bat related villains, it would have featured a Legion of Doom collection and a similar counterpart of Super Friends type Justice League (probably Diana, Bruce, Clark and one or two others for certain).
