Aside form her super bad luck she's never had any real powers.
iirc her abilities are just the result of training.

I guess you'd have to write her character around always getting shat on.
She's basically a social outcast due to her bad luck and has a shitty life that forces her to steal cheat and manipulate others.
Eventually becomes a super villain who just wants revenge against a cruel world and she teams up with some of Spidey's more dangerous villains to do so.
She has a change of heart after multiple encounters with Spidey but doesn't immediately come around to liking him, just respecting his sense of responsibility to help others.

I can see her working with SHIELD after such a development, then down the line her and Spidey get together.

she's got a character but nobody writing her remembers what it is. either give her spy shenanigans or give her a supernatural gimmick to go with her luck powers. i'd dig a female street-level supernatural story. hell, turn her into a were-cat for that sweet sweet fetish money.

It's her only "power" though and usually marvel heroes tend to have their characters revolve around how their abilities affect their lives.
Other than that she's a world class burglar.

The only other way I can think of taking her right now is making her a black widow expy for peter, but that's kinda lame.

You could go ahead and completely recreate her character from the ground up, but it's hard to know where to even start.

One small suggestion I thought of that might be interesting is simply renaming her Felicia Osborn and making her Harry's sister though at that point you're also re-writting multiple characters

I kinda liked the Spectacular version of her, where she meets, then loves, then hates Spider-Man because he left her father in prison when she and Spidey had to escape from it, because he was the guy who killed Uncle Ben , unfortunately the show was cancelled before we could see the ramifications of this.

Generally a combination of 2+4 is best, with a side plot of struggling to live up to what she thinks Peter expects of her as a person. Have her be a cat burglar taking baby steps onto the path of heroism, and whenever she gets stuck, her thought process would usually be some variation of "What would Spider-Man do?" with varying degrees of success as she grows as a person and a hero.

I think it was Stern? who once said he never wanted Peter with MJ or married. He wanted to portray MJ as the girl who got away, the one he could've been with but lost his chance because they both were at different places in life.
That way MJ still got to keep her fun personality.
Thats what I want with Cat. Cuz if you think about it Black Cat is like the slightly more extreme version of the MJ/Gwen dynamic. Have Felicia be the more fun one that MJ feels inadequete too.
Remember that Alex Ross Earth X world where MJ's deepest insecurities were that Pete didn't love her as much as Gwen? Have that insecurity manifest around Felicia.
