As for the animation it is handled like modern comics, someone making the script, others doing the animations etc,. In this case the people (re-)doing the animation are not the same people as planning the movie or the TV series.
Doing the opposite, waiting to *plan* these things until the animation had run its course would be a lot worse, possibly leaving a large time gap between the end of the animation and the beginning of the live action shows.
Project diversity also reduces financial risks.
