The main problem is that their only guaranteed revenue is advertisements that only have faith in catching the old baby boomer aged idiot audience that still watches anything on TV, especially long-running series about them or millennial aged idiots having relationship and family problems. They don't want to reach out to anyone else because they are convinced anyone else does not exist. Children don't watch cartoons and adults that want animation or anything of the sort don't count and aren't going to buy anything their advertisers are selling, certainly not enough to fund the creation of the non-existent skill pool and infrastructure needed to pump out animation at acceptable rates.
In this country, there's no such thing as "art" that isn't some deep, meandering schlock about historical events and poor people, either.
