That REEKS of conspiracy. All those crazies still out there, no one watching them, no intelligence being gathered on them, it's an affront to the very reason why the O.S.I. exists in the first place.
The Guild went underground, spies where planted in the O.S.I. to keep anyone from looking for them.
After S.P.H.I.N.X. was gone the Guild re-emerged, Hatred made his treachery known and publicly defected to the Guild. By those point the bureaucracy kicked in and a status quo emerged, one that no one was willing to break.
But that got crapped all over when Hunter was promoted to head of the O.S.I.
Before Hunter was put in charge there were no active operations or investigations on-going into the Guild's operations and leadership.
You don't go off half-cocked into a den of wack jobs in costumes, you gather information first.
The Sovereign started killing off the old council when Hunter was starting to get a bead on them then everything went to hell in space.
Now Hunter is back to gathering information on the Guild again, he won't act unless he has intelligence.
