On top of that, Pierce specifically corrects the Security Council members that say French in order to say that Batroc is Algerian instead. The implication being, he's not a French citizen, he's Algerian, and the other Council member was quick to judge because of Batroc's name. EXCEPT, in the scene introducing Batroc, we learn he worked for DGSE (French intelligence). So obviously, Batroc has to be French. No intelligence agency on Earth hires foreign citizens as agents.
And on top of all that, the actor they hired has a Quebecois accent, which is just another layer of confusion.
It's weird and dumb. They peppered in a detail to be all "we understand geopolitics! There's more than three countries in the world! This is modern and gritty and realistic espionage!" but they didn't really get what they were doing.
