The thought goes, women being forced to conceal themselves is a patriarchal notion. If men are such rapists they can't control themselves when they see a little skin, the problem is with the men not the women who don't want to wear a burka to the beach.
Then the contrary thought arises, the scantily clad female form is something men *like* to see, even encourage in the patriarchal society. Women are all but being forced to dressed sexily just to satisfy the male gaze.
Hence, a contradiction arises. Dress conservatively to appease men, or dress slutty to appease men. Feminism is having a real problem resolving this issue.
Of course, the core problem is the desire to blame everything on men, there is no way out of the conundrum when you're intentionally designing the problem to exist from both sides.
The solution is for women to wear whatever the hell they want, conservative or slutty, and dont worry if its making men happy or not. Thinking otherwise is giving men power over you, its voluntarily giving away your own free agency.
