Unalaq probably won't be able to find Korra in time for Harmonic Convergence so no Vaatu which than means no Zaheer which than means no Kuvira.
Maybe travelling the world will make her a more developed Avatar, being stuck for most of her life stunted her greatly. And if that's the case than she'll deal with the Equalists when they start becoming a big nuisance.
