The only reason Zuki works is because of the circumstances contrived by Yang in "The Promise." Zuko has constant attempts on his life, both from disgruntled colonists and from nobles in the Fire Nation who resent him. Mai calls in a favor to Ty Lee and gets the Kyoshi Warriors to act as his honor guard. Zuko continues to be disgruntled and mopey, and Mai eventually leaves him in frustration. Suki sees Zuko alone, burdened by stress and anxiety, desperately trying to do what's right but feeling pulled in multiple directions, and it stirs something in her heart. Zuko senses a shift her her behavior towards him and reacts to it subconsciously.
In other words, it's a crafted bit of romantic feeling. It's just that it's actually done really well, unlike nearly all the romance in the show. Bryke seem incapable of writing compelling romance, which was driven home by how disastrous the love bullshit in Korra was. Most of the really good romance in ATLA seems to have been the work of Aaron Ehasz and his cluster of writers, as in the case of the Sokka/Toph hints. They're good at writing romance, and so is Yang. Bryke are not.
