The show literally shows us that Blue Diamond cares about the gems that belonged to Pink Diamond, it's her way of keeping a piece of Pink Diamond alive. That's why the Jaspers weren't shattered, and why the Amethysts are on the Zoo instead of in service where they could be destroyed in battle.
The eyeball thing now ties into the defect threshold you suggested in a roundabout way.
And yes, actually, except both of us are in fantasy right now, since the show hasn't shown us yet. I have my speculation and theory, you can make your own, all I want is the satisfaction of possibly being right. I do this for fun, after all.
Why? Because after five thousand years of not seeing someone, don't you think the reunion should have been more emotional? If White Diamond really only wants a figurehead, is it any wonder why Pink ended up running away? But then, Pink herself says that "Blue and Yellow don't care", making no mention of White not caring. So what changed White from caring to not caring? It seems unlikely that Pink Diamond never met White Diamond, yet Pink didn't list all three. Hell, it would have been a perfect name drop opportunity, but they didn't take it, there has to be a reason they didn't.
