To me, what makes Scarecrow and Batman work as counterparts is the sense of "I shall become a weird dark figure" that they both share. They willingly transform themselves into freakish monsters to overcome their own fears and cast humanity aside for their own protection, except Batman does it to protect others while Scarecrow does it to take away their safety.
I don't think any Batman villain really fills in the costumed freak aspect quite like Scarecrow does since most of them either dress up in standard clothing but tailored to fit their persona, or they just happen to look that way. But Crane, ugly appearence aside, could very well just be an average person, or even just a masked criminal. But like Batman, he makes the conscious decision to put on an entire costume, to live out a character, and to personify a symbol of fear in his childhood that makes him much stronger than he could ever be as a man.
This, to me, was always the core of what made the character work on a more resonant level than just him being another obsessive freak with a gimmick.
He is a creature of the night much the same.
