Basically moral guardians saw that comics had mature themes; before the CCA gritty crime and horror where very popular genres for comic books as well as women being in rape-y peril from monsters/aliens.
So they pressed on censorship to such a degree that everything had to be super kid friendly. Stripped of any kind of realistic conflict or mature ideas comics came to be regarded as something exclusively for children. This remained even as censorship faded and content began moving back toward a mature direction.
In Europe comics never got that bad a stigma and they continued to be mostly an all age thing. In Japan the stigma was never created at all, so comics (manga) and cartoons (anime) have remained an art form that isn't connected to any specific age group.
