If need be, during the course of the series he spends time with the others in the gang and starts to love and accept them as well. If he wants to do something but Shaggy doesn't, that's fine he'll hang with Daphne, Velma, or Fred. He's still Shaggy's brother or course and they love each other, but Scoob loves everyone in the gang too and has no problems hanging out with any of them separately. Cause he's a dog, and that's how they be. Okay now that Daphne is good to go and starting to become a de-facto leader (along with Fred who is progressing in his leading skills and Velma who was already ready to go, more or less, at the start) we can introduce Scrappy. You can introduce him however. He loses his mom, they find him in a Scarp yard, aunt pawns him of to the gang. BUT he doesn't get infinite screentime, he's the new 'Danger Prone' but with spunk this time. The gang doesn't want to kill his spirit but does want to protect him. Over time Scrappy starts to realize he's causing the gang issues by running into every situation with no plan, and begins to try and come up with some things, speaking to Fred and Velma. He wants to get better at this whole thing.
At this point the gang goes to college. Fred for Journalism, Velma something scientific, and Daphne for Journalism as well. Shaggy and Scoob remain outsiders along with Scrappy, who is trying his best to lead but mostly failing. Eventually Daphne gets out with a lead reporting job and rejoins the group. She's the leader now with a shit-load to prove, but she's actually better than Fred. Scrappy learns from her and starts to understand true leadership. Eventually Fred and Velma finish their things too and rejoin the group. At this point Scrappy has learned a lot and wants to form his own group. We continue from there.
