1. The biggest problem for me is that the character designs are ugly. Especially the dragon, it just looked very poorly drawn and amateurish. Take drawing classes, and just practice drawing every day.
2. I understand that you were making homages to other classic animations, but the sound affects and score just reminded me of other animations that did it better.
3. It's a 46 second animation, so this obviously isn't a huge deal but it's good advice to follow anyways: the plot for this is boring. I don't expect a sub-minute animation to wow me with its story, but there are so many great things you can do in 30 seconds. The character is running late for work, which is a boring premise but can be done well, but nothing interesting happens. Obstacles should be more interesting than "character falls on the floor". This is animation! Your imagination is the limit.
Don't be afraid of having other people write your work. It's insane how many students (in both animation and film) are afraid of using other people's ideas to create with.
As a side note, I really liked the sweat as he's talking on the phone, and the ending is simple but succinct and good. Also really like the "you're late" on the alarm clock.
So keep at it, you have a lot of potential.
