What magic can do in a story is determined by whatever the author deems 'fair'- attacks can't go beyond visual range without a days-long ritual, there are
no instakills without a windup, and if this is an original setting instead of a fan fiction it's going to be set up to be the most generic shit possible
no weather control, or portal relays, or flying islands/castles, or teleports, or even bog standard level 1 ghosts. And it always has magic and tech separated into 2 camps on either
side of a river, despite generic magic clearly being an infiltration thing.

Why are there no guns?
Like, I'm okay with the idea of no one coming up with them, far as we know gunpowder was only invented in China and the techniques were traded West, but how did a society with power armor and factories and nanomachines keep THOSE but not guns?
After they, naturally, withdrew all their cool shit into hands of a powerful elite, how did they survive against socities with guns? They're simple, Afghan villages have gunsmiths,
and that means the knowledge and tools to make them are spread out. Enough of those can stop power troopers. Especially if they have nanomachines too.
