You can say they're obnoxious and not attractive but people said that back then, too. Subjective tastes and of course they all have their differences that make one example appealing and another grating.
The early ones were every nerd male writer's fantasy girl. Later they doubled as supposedly being "identifiable" to nerd "so quirky" girls in the audience or even female writers' self inserts, but how much of that was girls patterning themselves on the fantasy girls from pop culture?
They definitely started as male nerd writer wet dreams though. Anime has gots of them like Haruhi Suzumiya too.
