At the time of his debut, cool as he was even then, he was little more than a standard pulp villain, and Batman was really trying to move away from that and become a more unique character (and the introduction of characters like Joker, Catwoman and Penguin is a huge reason why he succeeded).
As it is, I think it's for the best Hugo was eventually brought back and, for the longest time, only used by writers who really cared about him. It allowed him to maintain a record of consistency + quality no other Batman villain ever did.
With overexposure, he would have become just another mad scientist (as he is often treated as now).
