So, being a mutant might be like blood types. This kind of simplifies things, because A and B are co-dominate and O is recessive. Now, not everyone with blood type A will have AO genes, some of them could be AA. So let's imagine that the human gene is O. A and B are the co-dominate mutant genes.
If Mystique were type AO and Sabertooth were BO, 25% of the time they'll have a normal kid with no powers. Furthermore, Graydon doesn't carry the mutant gene at all, so if he knocks up a chick who is AO or BO, he'll only have a mutant kid 25% of the time. Let's say Scott and Jean both have double mutant genes - AA or BB. 100% of the time, they're going to have mutant offspring - Rachel, Cable, X-Man, but even that isn't certain without knowing for sure without further testing... they could have just been lucky. However, none of their kids seem to have optic blast powers, so it's very possible Jean is AA, BB, or AB and Scott is either AO or BO. None of their kids would be human, but it is possible some of them will carry the recessive human gene.
If this is the case, when Wanda said "No more mutants," the A and B genes were wiped out from everyone but the 300 mutants who were left. There are 7 billion people on earth and only 300 mutants. The only way all of those mutants produce mutant offspring 100% of the time is if they have double mutant genes: AA, BB, or AB. Considering the general hostility to mutants and extremist groups trying to wipe them out, and the fact that not all of them are in prime breeding age, Wanda pretty much dropped mutants into a range where it is doubtful that they were above the minimum viable population.
