Barry is also stressed likely because he's worried about Wally's health. But also he does lack a lot of knowledge, mastery, experience, etc. He's practically still a rookie and simply isn't that good of a hero. Wally fully in his right mind wouldn't outright say that, but I don't think he is generally blind to the truth either that a guy objectively worse than him is trying to hand out orders.
So maybe it's bad writing in the exact execution of it (art is a bit exaggerated as well), but I don't feel like the situation itself or the conflict has been too forced. Both sides are understandable.
