The thing about Venom is he's a fairly young character in the grand scheme of comics, he broke out on his own in the mid 90s or so and by the 00s he had been reverted back to being a villain, then had a number of complications such as the Venom symbiote going to other hosts like Mack Gargan and Flash Thompson, and Eddie Brock himself going through mantle changes such as becoming Anti-Venom and then Toxin
Venom hasn't had enough time to breathe and grow as a character because of this, hopefully his return in recent years and having his own ongoings will change that, I think the future looks positive for Venom. Another thing is, Venom is still a killer, so even as time goes on I expect him to probably not have a huge army of like rogues much like Wolverine and Punisher don't, for obvious reasons
