In the battle on Wakanda, you need basically things to happen as smoothly as possible to keep tension up, and the Hulk, while cool, needs the camera to linger on him for just a few seconds longer than the pacing of those scenes has room for.
Like, if the hulk burst out of the hulkbuster armor, that would be fucking awesome, but it wouldn't change the status quo of the fight at all, and it would probably take away from the big OH SHIT moment of Thor showing up.
And later, he'd have to fight Thanos again, except Thanos needs to be seen as unstoppable, and you'd *need* the Hulk to fight Thanos again for it to be worthwhile, but that would make the fight at the beginning redundant, and also slow Thanos down, which you don't want to do.
I mean, I'd love to see Hulk in this as much as the next guy, but from a storytelling perspective, I can see why he got cut.
