The show is full of perfectly mutated animal species who all have adopted aspects of human culture although there is absolutely no need to do so and they hate humans. They all, as mentioned, speak perfect English. The bug is not just a mutant, he is an immortal superbeing who goes through a complete insect life cycle about once a day, or even faster when he's agitated; each stage looks and behaves according to the suggested age bracket, but otherwise nothing about him changes. The kid takes care of him as if he were a child. We don't know how they met.
