They're demons, who have magic, and based on the BMB there are different demons, they're not all of the same identical mold and make. In the BMB crowd there are even some young people who look like Tom, so he's not the only one among his kind to look like that.
Miss Heinous can looks mewman most of the time but her more monstrous properties come out under specific circumstances - but it took many episodes before this part of her was known. So saying as a fact that Tom's dad isn't a demon, has no powers, or is a full mewman based on nothing but one appearance in an official ball is a stretch, imo. Especially when it seems to conflict with other canon and semi-canon sources. If Meteora can put up a mewman appearance for official publicity reasons, Dave might too, for reasons unknown.
I personally really dislike it in general when people jump to conclusions and state their headcanons as fact. "It's pretty obvious" is kinda like "we all know" upthread. This show likes to play with expectations, and again considering that we've had both the interview and the book indicating that Tom's dad is a demon, the king of the demons, going "hurr in his first appearance he kinda looked like a mewman so he MUST be a full mewman with no powers" is dumb, especially when it's just turned out that Miss Heinous, who also looked just like a mewman for several episodes, is a half-monster under some sort of magical disguise.
I mean, is it POSSIBLE that Tom's dad is indeed a normal mewman consort to the Demon Queen and the crew have just messed up their writing? Sure, it's very possible. Maybe that'll turn out to be the case.
But considering everything, it's too early to say yet it's "certain" or "obvious", based on nothing but Dave's appearance in that one ep.
