The shovel is RIGHT THERE. Janna was screaming for help in the tree. The shovel is closer to the tree than Jackie is, and there are no rats there - Jackie drove them away from the tree so that Janna could climb down and is keeping them at bay. It would have been the easiest thing for her to grab the shovel on her way down and then help Jackie out, she's defending them both alone - but instead Janna doesn't do shit and just clings to her. She's of no assistance whatsoever. Not only can't she fight on her own, she can't even fucking help out.
The most damning thing is Janna's expression, though. She's just terrified. There's none of that battle defiance all the others demonstrate, even though there's someone else defending her now. She's just paralyzed with fear like a damsel in distress. A shovel would be a hell of a lot better weapon than a skateboard, so Janna and Jackie should be pretty equal, working as a team. Instead, Jackie is doing all the work.

Janna managed to smack off one, before the rats started to advance on her, and the next time we see her she's screaming in a tree.
Janna is shit in a battle situation, and demonstrably Jackie is much better at fighting. She actually puts up a fight. I'm sorry your waifu is so useless in a tight spot, I guess.
