In my experience, the best boards are /vr/ and /m/. Both have constant on-topic threads with reasonable, intelligent posters. The only problem is that both boards tend to attract people with a vicious hatred for the rules and who are adamant about getting around them, even after repeated bans.
The worst boards, at least in my experience, are probably /v/ or /co/. Both attract nonsensical children, and the high turnover rate of threads means that its really tough to have any kind of actual discussion on them. /tv/ is at least funny the vast majority of the time, no matter your political preference.
