That and there's no money to be made with backwards compatibility; people have already bought the game so there's no extra revenue there and all it does is jack up the price of the console so the manufacturer doesn't take as much of a hit.
The real money is in streaming. Put a copy of old games on a server and charge a subscription for consumers to access said copy to stream it to their device. Recurring revenue every month/year versus dedicating time, resources, and budget to design tomorrow's console with yesterday's parts. Which do you think console makers will go for?
