The biggest downside to most of the other imageboards that popped up back in the days was how so many of them tried to make more boards than they had users to populate, so the site activity got spread out over these boards and made the site slow and dead.
The other issue with 8ch is that its community isn't built around a niche discussion topic (the vast majority of their traffic goes to /pol/ and /v/), but is rather built around the same "Fuck the 4chan mods, I wanna talk about ____" bullshit that 7chan, 711chan, etc, were based around. Just replace chanology with gamergate. You can't build a community around "Fuck this other community, btw we're gonna almost completely copy that community and its culture" no matter how many inactive boards you throw at the issue. Even 7chan has realized that recently, with the admins lifting the ban on 4chan users and 4chan-like posting.
Plus, 8ch's "make your own board" deal isn't even a new idea in the world of imageboards. Several other imageboards have had that approach, such as nuchan, and they all fell flat because you ended up with more boards than you have users for (though if we're comparing nuchan to 8ch, nuchan's admin was at least smart enough to make a board expire if it wasn't active after 3 days, culling some of the issue).
