Less intermolecular forces between the atoms in gas phase makes it easier to react with fire. Paper has atoms packed in a stable structure, hence why it is a solid and why it is less reactive

Gun powder just has a low activation energy. For solid vs gas, it's definitely the molecular motion if they have the same activation energy. You have a greater energy penalty for breaking the lattice structure of the paper vs the gas.
