It's related to the chain rule
$\frac{d}{dx}\left(\ln|1+(2x)^2|\right) = \frac{d}{dx}\left(1+(2x)^2) \frac{1}{1+(2x)^2} \right) = 2\cdot 2x \cdot\frac{1}{1+(2x)^2} = \frac{4x}{1+(2x)^2}$
in the integral
$\int \frac{2x}{1+(2x)^2} dx$ , a 2 is missing in the numerator of the integrand hence we must multiply and divide by 2 to ensure we can use the fundamental theorem.
