Would it be wrong to say that a linear single-layer perceptron in a 2d plane just has to learn what the correct value of $m$ and $q$ are for the equation $f(x)=mx+q$ in order to correctly classify two types of points of the dataset?

In this case the classification works similar to a support vector machine but is still a neural network. The weights of the network learn the boundary.

Deep learning is useful for learning complex features in an unsupervised way; in many cases too complex. Decision trees are great at predictive modeling though.

A polynomial would never be sufficient to perform a binary classification on a set of 2d tuples, let alone a linear one. One way you could resolved this is to use several polynomials combined with some boolean logic between them.
