You see this kind of line weight in more "cartoonish"-looking manga, and old anime styles, where the forms aren't as defined or had much depth, but are rather, more abstract and stylized. most anime art isn't like this because the focus are the proportions mainly, not the linework. Barely noticeable line weight might as well be no line weight at all.
old mangaka artists lived to minimize line weight for the sake of their craft to look as proportional and 3-dimensional as possible. It's why
