I don't believe there is an objective way to make that determination I think it's based on you and it sounds to me like you feel you may have been ripped off or else you wouldn't even suggest or ask a bunch of randos.

In that case (assuming you checked that it's actually a print) it appears to be a Meiji era woodblock printing by Toyohara Chikanobu. His works can be seen to range from around $150 to $1000.

In addition to >>6004630, I've saw woodblock prints at similar prices (around twice as much) in a local Japanese import shop, so yeah, it seems to be a legitimate price.
