Drawing fanarts of popular IP, using an appealing style, and social medias. Twitter is a must. If you draw anime, pixiv is also a must.
And if your fanbase is small, you should try to promote your works on Reddit first.
One last thing, it's easier to be popular with SFW (can promote on every subreddit, can post on Insta, isn't shadowban on Twitter, etc...), but it's easier to make money with NSFW (patreon, commissions, fanbox...), your choice.
