Whether or not someone will actually get good at art seems to be a random dice roll for whether or not they personally experience breakthroughs when presented with so many different fundamentals and then pushing through plateaus etc
You could put 100 people through an 18 month programming bootcamp and predictably get 80/100 employable programmers.
Where as with art you could put 100 people through 4 years of the best instruction and still come out with 20/100 that are actually decent.
