My advice would differ a lot if you just want to draw as a hobby, or want to get good enough to make money doing commissions or you want an art career in the game industry or inking comics for DC. As far as personality goes, some people will pretty much require an instructor and a classroom like environment to get better, others can study fine by themselves. You may really want to draw mechs for example, but absolutely hate actually drawing them. Sycra's video about this is a pretty good overview.

I think the most important factor to reaching you art goals would be to actually enjoy drawing and being self motivated to actually draw. A good art instruction book takes hundreds of hours to study from.
