It could be an operating system feature, they often have touch control settings that conflict with tablets, check those settings, also look up your operating system and see if others have had the same issue with it.

disable windows ink in wacom settings
add this line
UseSystemStylus 0
to PSUserConfig.txt in C:\Users\USERNAME\AppData\Roaming\Adobe\Adobe Photoshop 2022\Adobe Photoshop 2022 Settings
